Dear Senators,
I urge you to support SB1321, the Affordable Energy Act, a bipartisan bill that restores authority to the State Corporation Commission (SCC) to lower electric utility rates when it determines that customers will be overcharged. Since 2009, Dominion has overcharged customers by at least $1.9 billion. This bill would stop these unconscionable overcharges by preventing Virginians, many of whom struggle with high electricity bills, from unfairly paying beyond the generous profit levels the law establishes for Dominion and APCO. This bill is clear, concise, and fair.
I urge you to oppose SB1265, a bill which would also unfairly increase electricity bills to Virginians by substantially increasing Dominion’s minimum profit. The bill continues the unacceptable use of riders (or Rate Adjustment Clauses - RACs), a cost recovery mechanism that prevents the SCC from requiring Dominion to take appropriate steps to constrain costs and provide reasonable protection to customers. This bill rewards Wall Street investors at the expense of working Virginians and we ask that you oppose it.
